LYNN — The Lynn Water and Sewer Commission approved applications for $400,000 in planning funds and up to $12.67 million in construction loans to replace lead and unidentified water service lines citywide. Chief Engineer Andy Hall said MassDEP has named Lynn one of the state's 25 highest-need communities, with about 224 known lead lines, 59 galvanized lines and 7,765 lines of unknown material that must be identified by November 2027. The state's construction loan carries 40 percent debt forgiveness.

Separately, Veolia plant manager Sam Sullivan told commissioners the wastewater treatment plant has been out of compliance with its discharge permit for nine months this year, tied to a completed $85 million capital project that took the sludge incinerator offline; he said BOD and TSS levels have dropped sharply and full compliance is expected by late October or November. Commissioners also voted, 3-0 with one member absent, to give non-union middle managers the same percentage pay increase as union employees.
