Lynn Disability Commission opens without quorum, then regains it and approves minutes. Chairperson and staff said City Attorney LaManna advised the May 5 agenda would be "informational only" until a fifth of nine members joined; Commissioner Louise Dominic's arrival restored quorum, letting the board approve its April 14 special meeting minutes unanimously.
