LYNN — The Lynn City Council voted to raise dog fines and add a $250 special event fee. The Ordinance Subcommittee, chaired by Councilor LaPierre, unanimously advanced both measures after public hearings, and the full council ratified them 5-0. Lynn's animal control officer said the old flat $25 fine was "just not enough to make an impact," prompting a new schedule topping out at $300 for repeat loose-dog offenses.
City Solicitor Slattery said the event ordinance sets a $250 fee, $50 for nonprofits, and no fee for road races. Separately, Ways and Means approved $313,875 in Health and School department grant transfers on 4-0 roll calls, and an Education Subcommittee briefing revealed the new Pickering Middle School, delayed by soil problems, will not open until January 3, 2028.
